State inspectors are in each locker room at the pro level monitoring the wrapping and gloving of the fighters as well as other things and making sure there are no rule infractions. They then stay with that fighter and accompany him to the ring and they will even accompany him to the bathroom if he has been gloved and tapped already but not up to go out there yet. Some states have got even stricter on this and now monitor fighters intake and once they are in the locker room they can only drink bottled water so that no stimulants can be taken orally. This is all paid for by the promoter as well as the judges and there are also officials there from the State Athletic Commission overseeing all this.
Just for a non televised, non title type fight card it costs a promoter several thousand dollars for all these people and if its televised like what you are watching then its about four times that in cost for the promoter. The bill is paid up front, that night with a partial payment already on deposit with the State so they get their money first. At some of the major cards that you see on television you will have a dozen or so people from the Athletic Commission on hand, including judges, inspectors, time-keeper, scoring-keeper and those that over see all this.
