You don't have to be 21 to enter a casino, only to gamble. However, you must be escorted across the casino floor by someone who is 21 or by security. If you are only going to a concert, they may have a seperate entrance where you do not have to cross the casino floor. However, I suggest calling ahead to the casino and just connect to the box office and ask them the minimum age requirement to enter the concert.
